Any proof for that? As of their requirement documented, they will not accept any letter issued from employer for the proof of work LEGALITY, they need something issued from government institution.

They can, they use some manual way, CES (University of Toronto) charged my card without CVV code, on my question they told that they have their manual procedure and that i don't need to worry about CVV code thing, and yes they charged my card without it.

I can confirm on this, they can charge CC without CVV2, for my Credit Assement CES (University of Toronto) charged my card and they also did not asked for CVV2, on response to my query they said that they do it in some manual way so i do not need to worry about that.
