Unless you are coming here for some other purpose than study ,VO cares only about your Academics.

I have seen folks got admission with lower bands than the mentioned in SFU ( Myself from SFU) but they had a strong academic profile . So if your profile 'ticks' the other criteria they wont refuse you solely for IELTS

Applied statistics like computational stat/Bio stat /machinelearning ? SFU have a very good reputation in this field . UBC,UofT ,UofA should be equally good . Check Winter 2017 deadlines

Go for a MSc .

Many things play their part in Visa like your current residency status , Your school of admission ,your fund,your previous history of rejections(if any) . I am not sure about your residency status .But since its a thesis based Msc in one of the Top Universities ,I presume they wont care much...

No One can say for sure , You should look at programs which has right blend of Computer Science and EE (embedded systems,Networking . Computer Architecture) . Try Dalhousie, Ryerson,UVic , UofO(May be ambitious)

If its a legitimate institution I dont see why they wont consider your education . and If your overall profile satisfies their criteria of acceptance ,they would hardly bother about your Gap unless its a huge one

Obviously you should mention your current education . is there something to Hide ? just a point of caution - You wont get far with Hiding facts in this world

definitely Msc/M Eng . search University based on your academic interests . Asking others ,who dont have any idea about your academic interests is futile imo . Short list your choice of universities and ask for opinions on that .
