    I'm on a similar situation (a baby is coming in September) Since my file was recently transferred to my local VO, I asked them about it, see their answer below. Since these instructions may vary upon the VO, I'd recommend you to wait.

    Well, not quite... If wee see Tolete's case: he has been charged already but CIC then asked for another ECA report to confirms his credentials. So, this clearly shows that some validations are performed after fees are collected.
