I sent bank draft but I don’t know if it was cashed or not.

I got the PNP in September and applied for PR in September 2011 till today i didn't get file number or receipt of receiving. Is that Normal???? Please advice

Any way to contact CIC, send many e-mails and fax no response from them I sent my Application in September 2011 and now I’m sure my file is lost. Now i have evidence that i paid and that my file is delivered by courier..... But i can't even contact them. Any idea what should i do????
