Looking at SS for NOC 2173, cc is charged for Aug 11, 2014 applicant. You are Aug 13 then positively by tomorrow your cc will also be charged.

What about NOC 2173, my application reached CIO on Oct 23, 2014?

I am not sure, where u have seen date 24.10.2014. But, the link I sent has a date at its bottom Date Modified: 2014-08-20 So no modifications after that.
