Yes, Any applications sent on or before 5/19 will still be considered for NOC 2171. I had the same question and got an email reply from AlNP

you may travel anywhere but need to stay in touch / reply for any questions during the process and also you need to be on Valid H1 Visa and residing in US until entire process is completed
