I would look into getting a work permit for her. I believe Canada and Mexico have special agreements through NAFTA concerning work permits. Maybe if she had a work permit they might let her.

That's because you have to submit the OWP app with the PR app(same address/time) or wait till AIP comes in the mail. Then mail the OWP app to work permit department. No action was taken because you were not AIP yet.
