What was the reply you received? Was that reply, "For Federal Skilled Worker applicants who applied before February 27, 2008." I think that u shoud not receive above mentioned reply as 2004 applicant are getting either documents update request OR MR

Yes, This is the date when CIO receives ur PR application and considered as application filed date. But processing time applies when VO receives ur complete application along with supporting documents.(currently)
