    Yes it does. Quebec has its own admission quota for protected persons which is much lower than that of the rest of Canada, causing most filled to be rolled over. Hence processing times are much longer, which is now reflected on IRCC's website.

    I’m considered a Québec applicant just because I reside in Québec. Just like I were considered an Ontario applicant when I was living in Ontario. CSQ is a pre-condition for living in Québec. If one doesn’t intend on living in Québec they don’t need a CSQ.

    You can check on their website. But it’s 39 months now. But you could always move provinces. It’s not where you apply from but where you intend to actually live.
