Could you recommend a civil damages lawyer? And were you advised to leave Quebec to speed up processing or did you make this decision for a different reason?

That really does not have anything to do with it. It really depends on how fast your security gets processed because there are people who applied after May 2022 and have gotten a decision. I’m a September 2022 applicant and I haven’t heard anything yet however I’m confident I may hear something soon. But there are still person who have been skipped over that have applied before me.

Yes it does. Quebec has its own admission quota for protected persons which is much lower than that of the rest of Canada, causing most filled to be rolled over. Hence processing times are much longer, which is now reflected on IRCC's website.

Yeah it’s a long wait time and I can’t find anyone in this forum that came back to say they received the decision by a certain time after that message appeared… it’s sad. I hope we all get it soon
