PRTD is only for those who have been granted Permanent Residence but do not yet have a PR card.
A refugee travel document is issued upon request to all Convention refugees in lieu of their national passport whether they are a PR or not.

which province? After you background check you’ll have to wait for your application to be finalized. And then you’ll be getting a sequence of emails to confirm your presence in Canada for your eCOPR to be issues.
A December 2022 Québec applicant here. They’ve not eceb started my eligibility yet. Hence, I think the fact they got all their other steps completed is a reason to be optimistic.
Basically you need both criminality abs security to complete your background check. My understanding criminality is specific to one’s criminal history for major offences while security may refer to a more general screening.

Your IRCC Secure Account will most likely stay like this. Mine has not changed despite passing info sharing, eligibility.
Normally getting Pre-Arrival means you’ve also passed your eligibility, so that’s a great sign!

Out of curiosity, has anyone had experience with mailing letters directly to CPC Mississauga? I just sent them mail requesting to finalize my application, and I was wondering if that would make them take a note.

I'm a Dec 2022 applicant too! So far they have no started my background check yet. But as far as I know you'd normally get your eCoPR within 6 months after getting your eligibility & Pre-Arrival Services Letter.
Unless you live in Québec, then it can take up to 1 year or more.
You just Google “refugees recognized in Canada” and download the form. Fill it out, sign with a blue ink, mail it to the address mentioned on the said form. And then just wait.

This method is only applicable to those who already got their P1 emails, right? So it wouldn't really make sense to try something like that if, say, I'm stuck in security?
An even more stupid question from me then. Why would one want to do that in the first place? Hoping you might get lucky and attract an officer's attention to your file?
