Question: to apply for PR do we first have to apply for CSQ ? If yes then how long it takes to receive the CSQ ?

well yes, if you live/have a legal address in quebec, i think you have to get the csq first before applying for pr and i think it takes around a week or so to get it.

You can apply for both simultaneously, using your MIFI reference number and the date you applied for your CSQ when submitting the PR application.
