    Thank you for the explanation. It makes total sense. I would have never thought PRC is not a form of Identification, but apparently that's how IRCC sees it. I wish they were more clear in their instructions or checklist or even their return letter!

    I just checked with them, they returned everything in a new envelope. All the documents are there, except for the checklist which is removed.

    This is so frustrating! My parents talked with their language school (LINC) immigration lawyer today and showed him their returned package. He told them that PR is listed separately in the required documents and is not counted towards their ID! Needless to say my parents feel the lawyer knows...

    Thank you. They are going to try and get a government ID tomorrow.. not sure how long it takes. Their PR copy was color. The passport photocopies were BW. Actually they had made color copies, but the translation agency made them BW and said this is better and charged them again!!!
