I believe you can't link your application to GCKEY account if they haven't started processing your application. You can still try and see how it goes. In Gckey, you have option to search an application based on only name and birthday instead of UCI or File number.

Don't overthink this. It means nothing. If you search through your ATIP you see more these. It is related to creating file, submitting request to other branches of government and communication with 3rd parties. When the first page says it is passed, they it is complete.
