PGWP from 100% online study expired on 31st Dec. They have recently extended it to August. Now most of the student visa's should be processed. What you are seeing in form of ghost update is a prep for it.

1-year course is a scam. You can never get PR after study unless you extend your study permit by 1-year. Try Ryerson University MBA. Its cheap and immigrant friendly (mostly evening/weekend class). If you have bachelors in commerce then it may not be for you.

implied work permit I think was for completed courses. Get a lawyer, this forum is horrendous for nuanced cases.

Most universities have a drop dead refund date and a defer date. Make sure you get those dates. Wait until 1-2 days before those dates and then defer. If IRCC gets their act together, you will be at advantage. They have been known to clear long student queues in last minute.

I don't think those steps mean anything for a student's application. A VO can do all those steps in 10 mins, especially for SDS.
