At the gate an officer checked our passports and asked to go inside building, Officer in building said rule has changed, you need land at CIC local office and gave me toll free no of CIC, I asked when the rule changed.he said they got a mail yesterday.He don't even checked passport or CoPR

I did upfront medical for work permit several times in Bangalore, All hospitals in Bangalore will do this, I used do medical first then start WP application with proof from doctor. Not sure about PR applications. Ideally they should do for PR as well.

My passport was submitted at Ottawa on 12th Feb and received passport back withVISA and CoPR on 17th Feb

I think you are mistaken ,Step 3 of PPR email not asking for any extra details , it just saying how to send passport to CPC-Ottawa if you are in Canada ie , enclosing return xpress post envelope

If your application is online and you paid with in your application , you are fine . Your payment will recorded in application no need to send additional receipts.

Yes , Their call got missed around 4.40 PM , I tried to call them back by 5.30 PM , Nobody answered also there was no welcome message says it is CPP-Ottawa but there is a ring may because they may be out of work hours . I will try call them back again tomorrow morning.

Your PR approval and TRV application are not related , Once your PR is approved CIC will ask for passport to stamp immigrant visa. To land as PR you need a immigrant visa.
