    Have not lived in any country for 6 months consecutively besides Canada.

    Don't apply for the Indian PCC until you get ITA. If you find a box for you to upload an Indian PCC, post ITA during the e-APR, then apply for one from Canada, probably through BLS. With the BLS you will mostly get the PCC within 2 to 3 weeks.
