The only way to know where your eligibility is being done is through the GCMS notes. In some cases, eligibility starts at the CPC and then the file is transferred to the local VO where it is reviewed further before the final decision is made. What did the agent tell you about your eligibility...

I couldn't agree more with you on that, the patience is surely the key here. In Montreal VO, April AOR candidates with very normal application statuses are still awaiting the PPR. I have learned one thing now and it is don't compare your timelines with other similar AORs as it could only amplify...

Don't apply for the Indian PCC until you get ITA. If you find a box for you to upload an Indian PCC, post ITA during the e-APR, then apply for one from Canada, probably through BLS. With the BLS you will mostly get the PCC within 2 to 3 weeks.
