    I'm funded by my supervisor here in Canada. If you are funded from Indian scholarship, which often requires the student to come back to India after finishing the studies, then while applying for PR you should mention this. If you are funded within Canada then don't worry about anything.

    How about your Canadian work experience, because you were on a PGWP? Can you count it towards points in EE? Alternatively, if you did your master's or are doing Ph.D. from BC or ON then you can apply for PNP to claim 600 points, without a job offer. In the worst case, just take IELTS ASAP...

    Of course, you should apply for re-evaluation as she's only half a bad short in speaking. On the safe side, you may want to consider looking for future BC test dates. In my experience, BC evaluates the speaking responses more leniently than idp. Again it's just my personal opinion! Good luck
