    It is "okay" to send the copy of the scanned document to CIC, it will be accepted and processed. Meanwhile, you might want to ask your manager to mail you the original document to you in case if CIC asks for it in future.

    The officer wrote "Flagpoling" and directed me in to the office, I dont recollect seeing any "refusal" written anywhere. Though I had VISA, the officer said, no need to go to US and come back, you can just go directly with this slip.

    To substantiate that.... even with a valid US VISA, I was given an "administrative refusal" at the border when I mentioned that I am here so that I could do "landing" at Canadian border. This thing "administrative refusal" shouldn't be of any worry. Good luck folks. -B
