You can go ahead and submit the apllication , attach a Letter of explanation along with passport application receipt in one document in place of daugters passport . In LOE you can mention that passport is in process and you will send the same to SINP once you receive the same .

You will get 2 points for NOC 2173 also , as those points are for total work experience .
