no thats not true at all, you can get that letter on after you are permanent resident and have not received your pr card and you have to travel in and out of canada, if you need further info about it you call cic and they willl help you with it

jagan ofcourse you can enter canada without pr card but to need to get a letter from cic which you can get within a week from any canadian visa office all over world. one of my friend visited india and came back after pr but before recieving pr card
