BG in progress literally means as you read it, it means that after long wait someone finally decided to work on your application, and it is not assurance that everything is fine with your application. either files get rejected while first processing that is with first couple of months or after...

yes most of the times it is here but in some case because of work load distribution they send file to home country because in some cases they want to verify things which easy for local visa office as compared to cpc

outside of canada timeline for processing of application is more unpredictable it can vary from 1 month to 9 months, whereas within canada timeline vary from 3 months to 6 months.

because this the final check, if everything is ok while this check, your application will be shortlisted for upcoming ppr batches, but if they find something wrong they will reject it right away, background check can last from few days to few weeks depending on particular application.
