No doubt. The only benefit was that they can confirm the documents and give them back to you, rather than mailing them. And I live near one. Otherwise, it's no different than mailing it in.
What is your evidence that it will cause a delay in the citizenship application? I believe that statement is patently false. IRCC constantly tell people to renew their PR cards while waiting for the citizenship application process to play out.
Just to provide a conclusion to my own experience, I received my passport today, so it took 4 weeks exactly after dropping the application at a Service Canada office.
I already know my voters profile is screwed up because of a mixed up identity issue with another immigrant with a name very similar to mine. His voter card was mailed to my address while I was waiting for the oath invite. I should probably get on top of that soon.
Maybe instead of calling them lazy, you could realize they might, I don't know, maybe be terribly swamped? By the way, oath is a word, not an acronym, and thus shouldn't be capitalized.
I went to a Service Canada since I didn't have time to get to a passport office. They told me that with mailing time, I'd be looking at close to 5 weeks. Definitely go to a passport office if you're in any kind of hurry.
Goes to show you that someone from IRCC reads these forums. We have similar timelines, but you predicted August while I predicted July. I think they decided to meet our expectations lol ;)

Regardless of whether the document is asked for, it's something you should have in your possession. It's easy enough to apply for a duplicate to be sent to you, so that would be my suggestion.
