I am not very clear with your question. Do you want to avoid submitting bank statements? You need to provide bank statements to show settlement funds, so in any case it needs to be submitted.

Ideally ECA should be done for both Bachelors and Masters and in EE profile both degrees should be added. Did you get ECA done via WES? They do advise to send bachelor's degree as well if getting Masters evaulated.
