I went to the nilkhet branch for chalan once. they refused and asked me to go to new market branch. there are a few branches where they do not provide this service.

You need minimum 6 in each band. since you have already completed your 90% work, try to sit for ielts again and score min 6 in all the bands. BTW what is your NOC?

as virus bhai said it is actually a million dollar question. But the most plausible way so far I have come across is that once the priority NOCs are decided, each visa offices assign a number of application against each visa officers. now it depends on those visa offices how they handle those...
