No, this is not unusual. You will get the last AOR very soon. When agents open a file they make entries for applications they have checked and keep progressing. They do not wait to send AOR for each application packet. Probably, within the next 2-3 business days you will get it.

On your PR card , you will have the UID Number or you can also use your PR Card Number. Using any of those, check in ECAS.

I got the AOR on 04 July but never got the survey. It seems they randomly send out surveys to a random sample.

Do nothing and wait till first week of August. Hopefully you will get your AOR this week. Once the AOR is recieved, then you can indicate a change of address to CIC. Right now, they do not have your file in the system, so they cannot make any changes.

It is possible as a single receipt is not criteria to issue all AOR's together. All your applications are being processed by a single agent who is generating AOR as he/she finds everything is in order. In the next 2-4 days, you should get other AOR's as well.
