Yes, Job offer is not required if you are applying under Post-Graduate International Program.

For express entry its 6 bands each, whether CIC or PNP.

I mean i have to put month and year from which I start working i.e. dec 2014. I know cic will count from feb 2015. But for bc pnp i can put dec 2014. By the time when i will receive ITA, it should be fine.
