Ok so that means something is still pending to finish. If you go through certain sections such as medical, criminality, biometric...etc, will be in progress or passed so you can know which one is still pending

Try to open in another browser like IE, Chrome or Firefox, other than you already tried. May be IE will open the letter... For PCC request letter i was not able to open in chrome but opened in IE. Give it a try...
