You are right to a certain extend. Best if your parcel can arrive by the 19th Dec to have sufficient "buffer time". I may be wrong in this, but I think you can submit your IELTS at a later date to your local VO.

Hi, As long as application arrives on or before 31st Dec, there will be a date chop to indicate that it has been received before the closing date. So your documents will still be reviewed even when express entry starts on 1st Jan as long the date of arrival is chopped as before or on 31st Dec.

Dear Jane, The address you provided below is for snail mail or registered mail sent by Canada Post. One way you can check on the status is through DHL portal and keying in your AWB number. It will show you the last location of the parcel. Good Luck!
