In the past also, people have got damages from Canadian federal court, and litigation costs are always covered in damages. All courts around the world award damages including litigation costs.

They do award costs, provided you have sued them for damages. I have myself got my litigation costs reimbursed in Indian Counsumer court. Once you are in court then you should have faith in judiciary, and believe me you will get justice.
