I am not sure, but I have read on some other thread that people have given citizenship interview while they were outside Canada. But I would suggest that you should check with IRCC by calling them or through web form. Better not to take any risk.

Request to share Passport copies was included in same email of Appearing for Citizenship Test. There was no separate email received for submitting passport scan copies. Citizenship test email has all instructions on how and when to share your Passport scanned copies.
