You can book a flight 2 or 3 days before you wish to travel and still get a reasonable price. Just type flights to Toronto or wherever in Google and you can do some research. I will not book until I have visa in hand. It could be An expensive way to learn to be patient :o. Also. WhAt is PDOs

I may be off a little but for visitors it is 550 php and for pinoy it is 1,625 php which i think is a crime
