its absolutely fine to make certain changes using a pen. there are no particular requirements how to fill out forms whether print, type, or use ink(as far as i understand)

RME isnt any particular officers name. It's a general abbreviation for "registered management employee" that is usually used in cooperations for communication. My guess is that's what they are referring to when communicating here. Immigration department hardly ever expose their employees...
