It means your application is in process for evaluation and within CAP limit..Once you passed the evaluation process you'll get PER email, confirming your positive evaluation.. How you got your client ID, did you receive any email? May be its your PER email..

You should not worry as your payment is charged before reaching CAP..You'r withing the CAP limit..You'll surely receive PER.. CAP limit is calculated on completeness check, which you have already passed.. :) :)

Sorry to hear your cap is full.. CIC will surely accept your package, and later will send it back, when your turn will come, with a letter that CAP is reached before your application arrived. It may take time to get it back from CIC may be couple of months.. You can try to contact your courier...
