you must renew your nbi clearance now, purpose visa canada and make sure the clearance issued have a dry seal before sending the original copy (not the personal copy) of the nbi clearance to your wife and in turn she will send it to cpc vegre.

yes, some received letter from CPCV asking for new nbi clearance and payment of rprf, others were asked for re-submission of forms/legal documents. what is the date of your MR? i only know it was this year 2014, needed for LC2 update purposes

call the medical clinic first and explain your circumstance, that CPCV emailed your MR but apparently you have not received it, that you received a letter instead saying so and so. ask them if they can do medicals on you even without the bar code, immigration details etc. if not, call/email...
