Maybe you or your dependents have been previously refused visa before. Mine was transfered for the same reason because my wife has been refused visitors visa 3 times before

AR Jan 25 2018, AoR Feb 27 2018, MD june 7 2018, File transfer Nov 2018, ADR Feb 2019...almost 22 months since AR no update

my ADR was also requested in Feb 1st. Not under review as well. Etobicoke office is stagnant

Don't worry my friend. We will all get our PR by Allah grace. I know it can be frustrating and worrisome but it will end in praise.

If you were able to restore your status ..then dont worry. They will just do extra check thats all... my wife was refused upto 4 times for visistors visa..that is why my file was transferred to etobicoke
