I believe he doesnt have to get it done in the Philippines. He can get it done anywhere as long as it is done by a panel physician listed on the CIC website

you can print the option C by logging into your account with CRA, no need to go to H&R Block

i think the only time they would correspond via snail mail would be if you didn't put an email contact on your application

you can save a bit on shipping by not requiring a signature and include the text notification form instead so CIC texts you when they receive and open your application
