Biometrics came in force roughly 3 years ago. If you came here before that, like me, you haven't provided biometrics for anything - even for visa or wp. So basically you do not have to be in Canada for 10 years. 3 years and up is affected.

Which city are you from, if you don't mind me asking? I feel like they are dividing people according to the city they are residents of - which is ridiculous given how "big" Metro Vancouver cities are. Otherwise, I cannot wrap my head around the pattern of calls for April applicants.

Feb 13th AOR, Feb 25th BIL. No call still. So I doubt "many" people get calls in general Metro Vancouver, and do not update their status. Or they do not call in order and considering something else. :)

I do not know what their list is made of or how, but it has been what, 2 weeks almost? And still no calls for Feb applicants making me think if there is any proper outgoing list of calls anyway. They should have known if they are not ready to handle this properly, they should have not announced...

Could you please share your BIL date as well? It is interesting they called you before @JaxT even though seems like their AOR is earlier. This makes me think if they call depending on your BIL date actually but not what they said that it was AOR?

I think you have to follow things a bit closer. :) Biometrics are waived yesterday, for those who gave it in the last 10 years from the date of their PR application. So, unless your received your BIL today, there is nothing to be surprised about. Your account will be updated soon if you did...
