    The federal stage is based mostly on background check and making sure you are not a criminal. I don't think an unemployed person who is not coming with you will affect your application. You already got the CSQ which is the part where that kind of things matter.

    Its not being negative, its being realistic. The new elected party has made promises to reduce the amount of immigrant allowed in Quebec and ask for higher levels of french. Also some of the measures they take have been known to be retroactive. Like when they decided to change the points system...

    I don't think it will affect federal stage. It might affect CSQ times and requirements but for new applicants in the future. Unless they decide to apply retroactive.

    I suggest that you call and ask about your case. Your waiting time has exceeded by a lot the average 17 months its taking now to process a full application. In my personal case I was asked for medicals June 4, 2018 and they showed as "Passed" a few days after submitting them.

    No , the federal part is different. The documents they ask for are different depending on your situation. Usually includes some forms, criminal background check, payment and medical exams.
