you can go to some private agency and they will take your electronic fingerprints and will submit request to RCMP on your behalf. RCMP will mail you your clearance letter. Check www.fips.ca for agency from where i get my RCMP cert

My advice is Do Not give your personal information to anyone else than CIC..

No, they never asked me because it was just 5 days difference. My SIN expired on 31st Aug but my last paycheck was processed on 28Aug & I got new issued on 6 Sep.. So by the time my next paycheck processed I had already renewed my SIN Card.. So technically I didn't have any paycheck processed...

If you had applied before expiration of PGWP than it would be fine, because in my case as well I had 8 days when I didn't have any work permit. You did unauthorized work for almost 5 months. As far as I know its illegal and your file will get rejected. I would suggest you wait till Feb 20, 2014...
