Union asked to government to respond by 12 today which they did. Lets hope now that union accepts certain condition imposed by government and ends strike soon. I researched some more in to it. If you get application or file number starts with "E" followed with nine digit number that means your GCMS file has been created. It will be created only after one has passed eligibility review as per FSWP 2013 manual. So key is to get application number from CIC...

Typically that has been done by VO not by CIO in past just before PCC & Medical request. Don't know now. With or without employement..Ecas status remains same for everyone. You can see Ecas status definition on same page. It would provide some more info.

I applied in FSW with arranged employment (LMO) & my application has reached CIO on 29th April, 2013 (NOC-2132). Payment got encashed on 7th may,2013.
