No. It's mandatory for few countries, for rest, it is required if the officer deems necessary The application status should clearly tell if this is required or Not Applicable.

Is AOR same as Submission confirmation? Does the acknowledgement letter say anything about delays due to volume of applications?

Still waiting, Applied on June 9th for my in-laws (Online Application), This got changed to "eligibility review in progress" status on June 10 and it is in the same state since and there are no ghost updates too.. Been 33 Days in the wait....
