i was doing some research, some people are saying that if your status changed to "decision made" before the PPR, then its a refusal :(. i want to send them an email to get this thing clarified. does anyone knows what is the email address that i should send my email to ?

i send the federal in may 2013 i guess did this happen before , did it happen to anyone you know ?
