i was doing some research, some people are saying that if your status changed to "decision made" before the PPR, then its a refusal .

no this is not right , many people have decision made before getting PPR , just wait two days and then send them e-mail , maybe they made update for the e-cas before send you the PPR e-mail , just wait and don't worry ,
