CIC asks me to submit RCMP TWICE! My initial PR application was filed 3 Nov 2016 with RCMP finished somewhere late Oct in 2016. I guess they did not bother to look at my files until now and realize the RCMP report now is expired and ask me to submit a new one.

I cannot agree more. This is as ridiculous as it can get. They ask for RCMP report at the very beginning of the application, then waited for a whole year doing nothing except for the certificate to get expired and then ask you to do it again.

Yes. I did. They got expired after one year.
