In addition to what Fsarosh said.. There are free citizenship classes conducted by CICS in library which follows with mock tests as well, I found them useful.

One of the reason is could be due to call being routed to two different call centers who have different access levels depending on the office they are in. I learnt it from a different interaction where my two back to back calls were routed to two different centers.

There is no expedite OCI process. I would suggest to apply for OCI after you return back as its timelines are about 4-6 weeks.

Agree with Poshy.. Financial situation is not considered urgent. It is usually better to renew your passport 6 months prior to its expiry date as depending on some of the countries renewal timelines it may take few months and at times needs explanation on why it was not renewed in time.

You cannot apply for OCI unless if you have received the surrender certificate. Surrender certificate is about 2-3 processing weeks for Toronto Jurisdiction.

As such you do not have to go and return your I-94. When you travel after citizenship just see if you can carry documents illustrating you left US within the validity of your I-94 in case you are being asked.
