Don’t bother about that status too much. You will find plenty of cases where it remained same until they received PPR. It’s quite possible that your file may progressed way ahead if there are no complexities in your case.

@navinball is correct. PCC at PSK is issued same time as the appointment as long as passport has been verified by Police at the time of passport issuance. Doesn’t matter how old the passport is.
