If you get NOI from oinp, you should apply. Your crs score is locked when you receive NOI and when they process and give you 600 additional points for nomination, even if you lose points for your bday in March, you would have 396+600=996. Which is enough to get ITA.

You should be eligible then. They gave out very few NOi's in November, but in Jan/feb when oinp starts issuing NOI again for 2018 quota, you should get it.

he's saying, since u got 8.5 in R and 6.5 in W, you have a difference of two band scores between your reading & writing, so, automatically, a senior examiner has rechecked your writing test and confirmed your writing score. So, even if you go for reval, you might still get only 6.5
