If the application package was complete he should get the AOR1 after 40-60 days. According to May 2018 thread, applicants that sent their applications on May 22th are getting their AOR1 now.

You should always send the most recent forms. Last year you had to wait for them to request police record and schedule A, but that changed in february and now you must send them upfront. We used Priority service of Canada Post. They guarantee next business day delivery. I read that Missisauga office doesn't receive packages on weekends, I'm not sure if the same rule applies to Sydney office too.

Did you sent the old forms? We had a similar problem. The day they changed the checklist our application was on the way to Mississauga. We contacted IRCC, they said they would receive non updated applications for a while but didn't specified for how many days. That was on June 8th.

Some time ago I read that for the ircc the signatures on the documents are valid for 90 days from the date indicated next to the signature. You should also verify that there is no an updated version of that form.
