If your wife is earning there already, then she can show her bank statements and any amount around CAD 7000 is good. Else more than CAD10000. If you have back account here in India, you can also show the funds. Combined sum should be >=CAD10000.

Yes...once she arrives in Canada, she can get her PCC for PR purposes :) ....the Consulate general of India in Canada does the PCC.
